This issue someone feel that it is over the number of luggages. One hand carried and one check-in luggage.
Not too long, though the maximum wait is 20 to 32 kg on normal flight(depending on the airfare), certain airline(s) had stated the maximum of 1 check-in luggage eventhough your maximum weight can be less than 20 to 32 kg.
The check-in staff will reject you once, they notice you.
You will have to consider joining others. Most cases in China, they allowed.
However, if you are in Singapore, this had to be done without their knowledge.
For business people, they will think about cost saving. It goes both ways.
Sadly this is so dam true.. they dont have to be nice, but they should not be mean la... i mean being physical seems a little too far leh..?
I have traveled often to Chengdu and Chongqing...so far....no problem. ..and i enjoy it sometime...except once when one young guy ask me why i go chengdu so often....so I reply back...i go there to spend money ..(.cannot is it in my heart...did not say out loud )...his senior came over and let me pass without checking....

Anyway...all traveller ....crossing border through immgration authourity....is not like shopping. ...You Are dealing with a authourity....THEY DUN HAVE TO GIVE U CUSTOMER SERVICE....same like our ICA....when they dun issue whatever pass to foreigner they dun have to explain to U.
A lot of people seems to forget this. Authority need not provide you with good service. Good Luck.
I thought this woman is pretty aggressive too, fighting with foreigner in their country. She may or may not be wrong, but sure is a tough egg to crack.:D
