Delays in funds approval for earthwork and development-order application cited as reasons.

WORK on the RM2 billion (S$0.83 billion) second Low-Cost Carrier Terminal (LCCT) in Sepang is behind schedule by 18 days, the house heard yesterday.
Deputy Transport Minister Datuk Abdul Rahim Bakri said this was because of delays on the Finance Ministry's part in approving funds for earthwork and in its development-order application.
"It is now at the design stage. We will continue to monitor its construction to make sure there are no delays," he said in reply to a supplementary question from Datuk Tajuddin Abdul Rahman (BN- Pasir Salak).
Work on the terminal, near the Kuala Lumpur International Airport (KLIA) main terminal building, began in the middle of this year. When ready by the end of 2011, it will be capable of handling 30 million passengers.
To a supplementary question from Datuk Abdul Halim Abdul Rahman (Pas-Pengkalan Chepa), Rahim said there were plans to improve the facilities at the terminal.
Among them is a new Express Rail Link which will give the LCCT access to the main terminal at the KLIA.
Minister in the Prime Minister's Department Tan Sri Nor Mohamed Yakcob said the government would make sure that the Northern Corridor Economic Region (NCER) projects do not overlap with existing state and federal government agencies and ministries.
He was replying to a supplementary question from Datuk Ismail Kassim (BN-Arau), who voiced concern that projects in the region had a tendency to take over the role of government agencies.
"These projects are under my ministry and we will not lose sight of the corridor's main role, which is to find investors and develop the place."
Earlier, replying to the principal question from Mohd Firdaus Jaafar (Pas-Jerai), he said work had started on 23 projects in terms of design and infrastructure while the rest were in the early stages of feasibility studies and earthwork.
The major projects included a consolidated agriculture scheme in Kedah, Boer goat-breeding in Perak and tourism-product development in Taiping and Kuala Kangsar.
Nor Mohamed said 13 projects had been lined up for Penang, 16 in Kedah, seven for Perlis and nine in Perak.
"The projects were chosen to benefit not just one state but others in the NCER." he said.
