Safety requirements outweigh the commercial intentions of this venture. In the event of an accident of any nature, this form of passenger accommodation is unacceptable. Apart from the aircraft manufacturers not accepting this proposal. It would not meet regulatory standards. It appears that Commercial people will attempt any move to accumulate more profits and this culture is alive and well.

Best solution is to hang by hands for one person and the other by ankles. Then pack them like sardines in a can. Save and safe!

I mean yeah OK this is for aeroplanes, but at least one will be able to move one's legs and avoid Deep Vein Thrombosis (DVT).

But remember that the SMRT too are planning on new rolling stock to cause extreme discomfort and guarantee no seats ever (pictured):
