There's a shop called Winter Time at IMM and 313 Somerset (the new shopping centre just about Somerset MRT station). They have decently priced winter wear. But not sure if its sufficient for your -30 deg, but worth checking out. Where are you heading to? haha.

Hi, you can try to drop by Coldwear at Suntec City or Centrepoint. I believe there are other outlets in Sg too.

Other than that, you can visit Adventure 21 (133, New Bridge Road, #02-03A, Chinatown Point Singapore 059413). They are selling trekking wear products.
