Post X'mas Sale
Hello!
The cheapest time to come to London could be the end of this year when there will be many hotels and airlines offering special deals during this low season and many shops slashing prices in the post Christmas sale.
The recent weakness of the pound and reduced VAT (2.5% cut) have certainly made London a more affordable destination now. However, the VAT is expected to go back to 17.5% next year in Jan 2010 (Little impact if you shopping at VAT refund retail shops).
If you are brave enough to come in the cold, sometimes rainy winter, you could be helping yourself save quite a bit of money. Good luck!

Best time to shop in London
Hi there,
On the contrary, it's cheap if you are shopping for certain labels at certain times. In summer, the entire European continent is having a sale!
For UK labels, it'll definitely be cheaper to shop during that time as you would have already bypassed the middleman here. Such labels could be Fred Perry, Topshop, Topmen, Dorothy Perkins, FCUK?, Paul Smith.
Plus there's also the VAT tax you'll save. Check link here: http://www.visitbritain.com/en/things-to-see-and-do/interests/shopping/more-for-your-pound/tax-free-shopping.aspx
There are also mobile sale shops for some of these labels - I've come across a Fred Perry sale in one of the Sunday flea markets in London.
Hope this helps! Have fun in London!

High end shopping at low prices in London
All year round, there is a sale at Bicester Village but it is not exactly in the heart of london though. You will have to take a train at Chiltern Railways (if you are in London) from London Marylebone to Bicester North station. followed by a Bicester village taxi bus which will cost about 2 pounds per person.
They have Polo Ralph Lauren, Celine, Zegna, Burberry, DKNY etc at extremely low prices! probably at least at a 30% discount!

Sale at Covent gardens
During summer, Covent gardens is also a place to shop at where they have brands like Fred Perry, Aldo, Paperchase, birkenstocks ( all at near 70% off! ) The famous Marks and Spencer ( 2 levels) and Bens cookies can be found there too.! If you like listening to opera, cheap tickets will be on sale especially if you are nearing the time of the performance. The baskers there are really awesome too. You can walk up to Leicester Square there after for this famous Gelato place known as rendezvous.
You can take The Tube (underground) to Covent Gardens station.

Summer in London is terrific!
You should definitely shop in london during summer! that is if you want to go shopping for the latest fashion and the cheapest prices you can get through the year, except maybe for boxing day.
If you should stay near holborn station, which is a much cheaper place to stay in in comparison to Piccadilly circus and oxford street, you can actually Walk to oxford where the heart of all the shopping lies.
